Bengaluru to dominate India’s commercial real estate market with 330-340 mn sq feet office space by 2030? @houseliv



India’s IT capital Bengaluru is expected to continue its lead in India's commercial real estate market with 330-340 million square feet of office stock by the year 2030, according to a report by the Confederation of Indian Industry and CBRE.

The report titled ‘Karnataka Horizon: Navigating Real Estate Excellence in the South’ that was released in Bengaluru on July 10 highlighted that the city has seen its office stock more than double to over 223 million square feet as of June 2024, from 100 million square feet in 2013, to comprise the highest share in the segment amongst all major cities in the country.

As of June 2024, the overall office stock in India stood at 880.7 million square feet, in which Bengaluru accounted for the largest contribution at 25%, per the report. This came at an average annual absorption of about 15-16 million square feet in the city over the past few years, it added.

“Over the next few years Bengaluru is expected to grow extensively in the peripheral regions…Coupled with the availability of large-sized land parcels and multiple upcoming infrastructure initiatives, the commercial sector is slated to expand significantly in the northern, eastern and southern parts,” said Anshuman Magazine, Chairman and CEO - India, South-East Asia, Middle East and Africa, CBRE India.

Which sectors are driving demand?

In the run up to 2030, the technology, engineering and manufacturing, and BFSI categories are expected to comprise the main demand drivers for Bengaluru’s office market, alongside life sciences, aviation and automobile as emerging sectors making their contribution in propelling demand.

Presently, the technology sector accounts for 30-35% of annual absorption in the city, primarily in the commercial hubs of Outer Ring Road and Whitefield, according to the report.

The report also highlighted that Bengaluru has led demand amongst global capability centres (GCCs) in India with a 41% share between 2022 - June, 2024. It credited this feat to a combination of offerings by the garden city, including a skilled talent pool, premium Grade-A assets, and a well-developed IT ecosystem.

“Karnataka's vibrant tech infrastructure must continue to evolve to retain its edge. Developing premium, sustainable tech spaces with cutting-edge facilities will be key,” opined Ram Chandnani, Managing Director, Advisory and Transactions Services, CBRE India.

Shailendra Naidu, who is a senior executive director for advisory and transaction services at CBRE, listed ease of doing business, high land costs and efficient space utilization as some long-term challenges for this market. “The method here that most development firms use to acquire land is a joint venture. In that model, there can be challenges going ahead,” he said.

Entertainment, fashion and homeware lead demand in retail segment

According to the report, Bengaluru's retail real estate stock has more than doubled to over 16 million square feet as of June 2024, from 7.2 million square feet in 2013, to hold the second-highest share among the top Indian cities at 24%. This metric is further estimated to increase to 20-30 million square feet by 2030, representing a 1.4 times growth, the report noted.

Absorption in Bengaluru’s retail market is primarily driven by entertainment, fashion and apparel, and homeware and department stores, each accounting for about 20-30% of the annual demand, per the report. It added that the average annual absorption in this segment stands at 1.5-2 million square feet in the capital city.

Bengaluru is also a star performer housing three of the nation's 17 listed malls, the report added.

Why Bengaluru’s property owners are frowning over the new e-khata system of registration. Houseliv Realty

The Bruhat Bengaluru Mahanagara Palike’s e-khata is an electronic property certificate that maintains ownership information in an online database to improve transparency, eliminate fraudulent dealings and simplify the registration process.
Aimed at streamlining property registration, the Bruhat Bengaluru Mahanagara Palike’s (BBMP) e-khata system has led to confusion and hassles for property owners in Karnataka’s IT capital. Just months into the new system, complaints have emerged about incomplete and inaccurate e-khata records causing significant delays and reportedly leading to a 60 per cent drop in registrations.

A PIL petition has been filed in the Karnataka High Court with a prayer to declare the government’s circular mandating e-khata for property transactions void, allowing registrations without it where the system is not enabled. While the court has sought the government’s response, BBMP officials say they are gradually adapting to the new system and working to assist property owners.

What is e-katha and why was it introduced?
E-khata is an electronic property certificate that maintains ownership information in an online database, serving as an alternative to the traditional paper-based khata. It aims to improve transparency, eliminate fraudulent dealings or duplicate transactions, and simplify the process. Previously, the absence of e-property accounts allowed misuse of the Kaveri software for fraudulently registering documents under the “other” category. This led to cases of forged PID (property identification) numbers, government properties being illicitly registered, and innocent owners losing rights to their properties. E-khata is now required for all property transactions, including residential, commercial, and agricultural land. Property owners with existing records do not need to apply, but it is required if the property is transferred through sale or gift.
Since 2006, the Kaveri software of the Department of Stamps and Registration has been integrated with the land registration system for agricultural land. On October 5, 2016, Mojini Software was linked with Kaveri software to incorporate land survey maps (Form 11E) into the registration process. For non-agricultural properties in gram panchayats, the e-khata system was integrated with Kaveri software through a circular issued on July 18, 2014.
Meanwhile, for properties under the Ramanagara and Kanakapura local bodies, e-property software was implemented in coordination with the department, along with the Kaveri-2 software, on a trial basis starting January 29, 2020.

For properties under the BBMP, the e-khata system was integrated with Kaveri software and implemented in 11 wards on October 25, 2021. Starting April 30, 2022, the e-khata system was extended to 30 wards for property registration. On August 16, 2024, the Urban Local Body Management System e-account software was integrated with the Kaveri-2 software to streamline the registration processes for properties under the Bangalore Development Authority and the stamps and registration department. By September 30, 2024, the e-khata system was implemented in all wards of the Greater Bangalore Mahanagara Palike. Registration under the urban local body software began in four districts on September 9, 2024, expanded to eight districts by September 23, 2024, and covered the remaining 18 districts by October 7, 2024.

How does one obtain e-khata?
The revenue department has issued a set of guidelines for property owners in Bengaluru to obtain their BBMP final e-khata for urgent property registrations at sub-registrar offices. Property owners can download their draft e-khata online from the ward-wise e-khata list available on the BBMP’s eAasthi portal. The process involves uploading key details, including the BBMP property tax application number, Aadhaar-based eKYC, registered deed number, a recent encumbrance certificate, property photo and the Bescom account ID. Upon submission, owners must visit the Assistant Revenue Office, where the final e-khata will be issued within a day if all documents are in order. Those facing challenges can approach jurisdictional AROs. Those without urgent registration needs are advised to avoid ARO visits and complete the process online. Queries can be addressed through the helpline number or via email.

How many properties have been digitised by the BBMP?
The official BBMP e-Aasthi website states that digitisation of properties is ongoing with 21 lakh properties now digitised and 1 lakh properties remaining.
What are the challenges faced by property owners because of the e-khata system?
The implementation of the BBMP’s e-Aasthi system has been marred by significant issues, leading to delays and confusion in property registrations. Many residents have reported errors in draft e-khatas such as discrepancies in owner names, addresses and property details, reflecting the system’s lack of readiness. These inaccuracies, coupled with incomplete records, have caused substantial delays in property transactions.
The Confederation of Real Estate Developers’ Association of India (CREDAI) Bengaluru has highlighted that the abrupt implementation has impacted property transactions worth approximately Rs 7,500 crore. Additionally, the e-Aasthi portal lacks provisions to fulfil statutory requirements like property title transfers under section 149(1) of the BBMP Act 2020, leaving property owners without clear guidelines for pending applications. The absence of clarity on khata transfer fees, which were previously set at 2 per cent of the property’s stamp duty value, further adds to the confusion, delaying transactions and enabling exploitation, residents point out.
Have property registrations really reduced because of the e-khata system?
Revenue Minister Krishna Byre Gowda has dismissed concerns about property registrations plummeting and the Government’s revenue generation being hit because of the e-khata system. According to the data presented by the minister during the winter session of the Assembly, the Government collected an increased revenue of Rs 2,000 crore from property registration.
“From April to November in FY 2024-25, revenue collections amounted to Rs 15,145.32 crore, reflecting an increase of Rs 2,656.43 crore compared to Rs 12,488.89 crore collected during the same period in 2023. For the period between December 2023 and March 2024, revenue collections reached Rs 7,798.41 crore. The total revenue for the financial year 2023-24 stood at Rs 20,287.30 crore. With the ongoing trend, the revenue for the current financial year (2024-25) is anticipated to surpass last year’s total,” he said.

What is the government’s response?
The Government claims that the e-khata is issued on priority to residents who need to sell or register properties and are facing challenges. According to the BBMP, individuals with upcoming property registrations can follow a streamlined process to obtain their final e-khata by visiting the BBMP e-Aasthi website and downloading the draft e-khata for their ward and completing the process as listed on the website. The BBMP also requested that residents without urgent property registrations refrain from visiting the ARO office unless they receive a specific endorsement from the civic body. Additionally, e-khata facilitation is also made available in all Bangalore One centres and 11 dedicated BBMP staff have been deployed to assist those who need e-khata for immediate transaction or registration.

Bengaluru residential property registration falls 8% y-o-y between July-September 2024 to 25,259 housing units



Bengaluru's residential real estate market saw an 8% year-over-year decline in the July-September 2024 quarter. Housing unit sales value fell 15% to ₹15,739 crore, down from ₹18,505 crore in the same period last year.

Residential registrations in Bengaluru dropped 8% year-over-year during the July-September 2024 quarter, totaling 25,259 units, according to data from proptech platform Square Yards.

Consequently, the average home sales value in Bengaluru decreased by 7% annually, with the current average home price standing at ₹62 lakh.

Yogesh, Principal Partner at Houseliv Realty , noted that Bengaluru's residential market has experienced "a modest moderation in transaction momentum" in the July-September 2024 quarter, describing it as a "natural adjustment following a period of rapid growth."

Looking ahead,  market is poised for continued demand growth, driven by "resilient end-user and investor appetite," particularly during the upcoming festive season, when heightened homebuyer interest is expected to manifest in increased registrations.

The analysis showed that the majority (86%) of property transactions in Bengaluru were concentrated in the sub-₹1 crore price range. Apartments sized 1,000-1,500 square feet accounted for the largest share of registrations at 47%, reflecting a continued preference for larger living spaces, likely influenced by the adoption of hybrid work models in the IT/ITes sectors.

North Bengaluru remained the most active micro-market, accounting for 40% of total registrations, driven by increased demand, particularly for plots, due to the area's proximity to Kempegowda International Airport. South Bengaluru followed closely with a 25% share, led by strong performance in Jayanagar and Electronic City.

In terms of market leadership, Embassy Group recorded the highest home sales value at ₹295 crore, driven by strong performance of its projects Embassy Springs and Embassy Lake Terraces. Prestige Group also made a notable contribution, with Prestige Golfshire leading its project portfolio. Artha Property and Tata Realty led in terms of transaction volume, with Artha Emprasa Startup City and Tata Realty's New Haven recording the highest number of registrations.
